 Description: Upper bound

UPPER is the the upper limit of a variable. If the variable guess value is above the upper limit, it is adjusted to the upper limit before it is given to the solver. The upper limit is also checked with the lower limit to ensure that it is greater than or equal to the lower limit. If the upper limit is equal to the lower limit, the variable is fixed at that value.
